## Why two tiers, not three

Council guidance (2026-05-16): the real buyer for content provenance in 2026 is compliance, legal, EU-regulated content producers, and stock/media licensing platforms — not individuals on a $9/month plan. The intermediate paid consumer tier was retired. Free serves discovery; Enterprise serves the buyer.
